I'd also be happy with "if your whistle has 0 charges left, it can still take you to the hunters guild only (instead of being able to fly anywhere directly), once every 30 (?) minutes"

You’ve gotta be fkn kidding me, the quetzal whistle can take you anywhere? God damn it… I’ve been using it to go to the hunter guild and take the quetzal there to where I wanna go. Ffs

No, it currently cannot take you anywhere. That's what the blog is suggesting. The person you're responding to is talking about a hypothetical, assuming this change comes in.
