RX 9060 XT - R7 3800x - Crosshair VIII Hero - DDR4 32Gb 2400Mhz
Came here to optimise my game performance and figure out what was causing these bizarre stutters while HwInfo, CPU-Z, GPU-Z, and HWMonitor were giving me excellent readouts and my fps was happily resting at capped 60fps. I'm not kidding when I say I had zero indication of something being wrong apart from the staggeringly poor performance. I've also had this insane problem where everyone in the house was pulling 100Mbs over network, but I was scraping in about 3-8Mbs. I gave up looking and decided it was where my PC was in the house. There were also a heap of other issues going on, like short freezes when using file explorer, colours slowly becoming washed out then snapping back to vibrant again, or dramatic random changes in brightness. My entire system is above mid tier with some badass cooling, it didn't make sense and I felt so frickin lost.
Cut to about 8 hours later and learning loads about my PC from this and linked guides, and holy cow... Network speeds: 105.32Mbs, stutters: gone, load times: fast as heck, colours: vibrant, random brightness changes: gone, file exploring: snappy, my will to live: restored.

Have you come accross disabling the SysMain service? I haven't tried it, and heard it can use upto 15% of your CPU, and wondering if you have any experience with it.

SOLVED: I had the Windows Setting - Select Default App by File Type open. Closing fixed it... Weird.
I have encountered a new issue on my firefox after doing all this. When firefox isn't focused even when the other app is not fullscreened, all audio from firefox stutters. It doesn't seem to happen when using other tabs.
I don't suppose you've heard of this?
I tried re-enabling hardware acceleration, no dice.
