The top issues right now are not surprising:
Homelessness / addiction
Attention: Very high
Sentiment: -4.7
Polarization: 4.8
Candidate response: High rhetoric, weak targets
Why it matters: Chatham-Kent has reported homelessness increasing by 171%. People are concerned about encampments, supportive housing, addiction, public disorder and whether current responses are actually reducing the problem.
Property taxes / spending
Attention: Very high
Sentiment: -4.0
Polarization: 4.5
Candidate response: Very high
Why it matters: “Lower taxes” is easy to say. The harder question is whether proposed cuts are real efficiencies or just deferred costs that show up later in roads, bridges, water, wastewater or service quality.
Roads / bridges / infrastructure
Attention: Very high
Sentiment: -4.3
Confidence: A
Candidate response: Very high rhetoric, low funding detail
Why it matters: CK’s long-term infrastructure funding gap is estimated at $2.663 billion. That means “fix the roads” is no longer a complete answer. Candidates need to explain the funding source, the priority system and the service-level tradeoff.
Housing affordability / supply
Attention: Very high
Sentiment: -4.5
Momentum: +2

Why it matters: One-bedroom asking rent reportedly rose 115%, and CK projects 6,085 additional housing units will be needed through 2050. The useful question is not just “more housing?” It is what kind, where, at what price, with what infrastructure, and for whom.
Economic resilience / tariffs
Attention: High and rising sharply
Sentiment: -3.0
Momentum: +3
Candidate response: No fresh candidate response verified
Why it matters: New U.S. tariffs create real local business-cost and supply-chain pressure. Municipal government does not control trade policy, but it does influence local costs, development timelines, serviced land, infrastructure, fees, approvals and economic-development responsiveness.
A few issues are getting lots of talk but not enough measurable commitments:
Jobs / economic development
Lots of candidates say they support growth. Fewer explain what kind of jobs, what wage level, what sectors, what infrastructure is required, and how success would be measured.
Governance / transparency
Everybody supports transparency, in the same way everyone supports sunshine and puppies. The real test is whether candidates will commit to performance reporting: capital project status, budget variance, infrastructure priorities, permit timelines, housing approvals and service metrics.
Water / wastewater
This is high this week because of infrastructure and repair concerns, but it should be a permanent election issue. Growth depends on capacity. Capacity depends on lifecycle funding. Lifecycle funding depends on budgets. Budgets depend on taxes, rates, debt or deferrals. The circle of municipal life, unfortunately with invoices.
Public safety / property crime
Public concern remains high around drugs, property crime, visible disorder and perceived safety. Candidates should be specific about what they mean by “safety”: police-reported crime, calls for service, repeat offences, downtown conditions, vandalism, addiction response, or resident perception.
Rural / agriculture
Medium-high and rising. Roads, drainage, tax treatment, servicing and value-added agriculture are becoming more visible, especially with organized groups pressing candidates. This is one of the areas where vague “support farmers” language needs to become actual policy.
Workforce / youth retention
CK is projected to have more than 20,000 job openings, and AI/workforce transition is already part of the local labour-market discussion. This should be much more central to the campaign than it is.
The quiet issues are maybe the most interesting:
Technology / AI / digital government
Public attention is low. Candidate response is very low. But workforce AI adoption is moving faster than municipal-election policy. That is a problem.
Chatham-Kent should be asking:
What municipal services should be digital-first?
What public data should be open?
What cybersecurity standards should apply to vendors?
Where can automation reduce administrative delay without removing human accountability?
Should CK have rules before municipal departments start using AI tools independently?
This is not about chasing shiny tech. It is about service productivity, privacy, accountability and better use of public dollars.
Cybersecurity / privacy
Almost absent from campaign platforms. That should concern people. Municipal governments hold sensitive resident, tax, planning, property, business and service data. If candidates want more digital service delivery, cybersecurity is not optional decoration.
Voter information / engagement
Medium and rising. There are 86 candidates, and turnout in 2022 was only 30.56%. More names on a ballot do not automatically mean better democracy if residents cannot easily compare platforms.
My main takeaway:
The campaign is crowded with issue recognition. Almost every candidate can name the obvious problems: taxes, roads, housing, homelessness, jobs, safety, transparency.
The differentiator should now be:
Baseline → action → authority → funding → timeline → measurable result.
For example:
Not just “fix roads.”
Which roads, ranked by what condition data, funded how, by when?
Not just “address homelessness.”
How many people are entering homelessness, how many are exiting into stable housing, how many stay housed after 12 months, and what does each intervention cost?
Not just “lower taxes.”
Which service changes, capital deferrals, staffing changes or process improvements make that possible?
Not just “grow the economy.”
What sectors, what serviced land, what approval timeline, what wage quality, and what conversion rate from investment leads to actual projects?
Candidates should not get full credit for naming the problem. The public already knows the problems.
The better question is whether they can show the plan and own the results.
