They're talking in Assamese. Yk, the language of ASSAM and the video is from a previous ASSAM flood.

Do you happen to know Assamese? Because it's clearly NOT Assamese being spoken in the video.

What I heard is that it is the Tai Aiton language, which is spoken by the Tai Aiton communities in Assam India and is very similar to other Tai languages spoken in Thailand.

India is downstream from the flood so will be affected, but probably will be less of a "wall" of water by the time it gets there, it could still cause dangerous flooding and have fast flows
