I think you're right about that interpretation of it. I'm positive it's racist because the message is "let's go back to the 1950s" and in the 1950s the coloreds knew their place 🙄 (and the uppity ones that didn't...well there were trees for that). (I'm not white, for the record, and my grandparents illegally bought a house in a white neighborhood and it was a whole thing.)
Especially because the people behind it most definitely wanted that baby to be black. It was quite clearly a very deliberate choice, because in their minds, black equals bad.
This assumes there was a choice. AI tends to randomize race when it creates photos. That said, the kind of misogynist that buys conspiracy theories like this probably saw the black baby and ran with it because of those tropes about deadbeat black fathers.
