This! Dialects are variation of a language, languages are distinct structures of communication with their own patterns and grammar rules.
Dialects:
Kapag makakaintindihan pa rin sila despite the variation, that's a dialect. A person from Quezon Province can talk to a Batangueño in Tagalog even with the accents (like 'eh') kasi they speak the same language despite the regional differences. Thus, they speak dialects of one language.
Language:
Rule of thumb: 'pag pinag-usap mo sila, 'di sila magkakaintindihan. E.g. someone who speaks Tagalog alone cannot understand someone talking to them in Hiligaynon. It's because languages have different structures & vocabulary.
Bakit mahalaga 'yung distinction: when you call a language a dialect, binabaon mo 'yung richness ng lenguwahe dahil kino-consider mo lang siyang isang "sub"-variation instead na structured communication in its own right.
