I saw this post from FB by PNP NCR page. It seems they conducted a search and apprehended a man with a registered FA. In the post, it was said na kompleto yung papers - ltopf, fa reg and ptcfor. The surrendered ammo is 49 pcs, just below the 50 limit ng ptcfor. Nag papangap din daw na sundalo yung lalaki and walang kahit anong proof to show for it. Based from the mugshot, his criminal case is usurpation of authority and illegal possession of firearms. Na curious ako bakit may violation siya under RA 10591 if complete naman papers and hindi exceeded yung ammo sa ptc? What you guys think?

NCRPO OPLAN BAKAL NABS ARMY-CLAIMING SUSPECT IN LAS PIÑAS; .45 PISTOL AND 49 ROUNDS SEIZED
Acting decisively to prevent potential threats inside public establishments, the National Capital Region Police Office (NCRPO), through OPLAN BAKAL and in line with PBGEN Christopher N Abrahano’s Prepare, Prevent, Respond (PPR) operational approach, arrested a 34‑year‑old male protection agent who falsely claimed to be a Philippine Army member while carrying a caliber .45 pistol inside a resto bar in Barangay Pulang Lupa Dos, Las Piñas City at about 1:20 AM on August 24, 2026. The suspect was taken into custody for Usurpation of Authority and violation of Section 7 of RA 10591.
During the inspection, the suspect voluntarily revealed that he was carrying a firearm inside his black belt bag. Although he presented his LTOPF, firearm registration, and PTCFOR, he failed to produce an official Philippine Army identification card, contradicting his claim of being an active Army personnel. Police seized one Thunder Bolt caliber .45 pistol, five magazines, forty‑nine rounds of live ammunition, and the black belt bag used to conceal the weapon.
The operation reinforces PGEN Jose Melencio C. Nartatez Jr.’s Five‑Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), and demonstrates PBGEN Abrahano’s PPR approach of identifying risks early and responding firmly to suspected violations of law. PBGEN Abrahano stressed that verifying authority and enforcing firearms regulations are essential to maintaining public safety, noting that authority must be established, not merely claimed, and that carrying a firearm comes with legal restrictions that must be strictly observed. He emphasized that under the Prepare, Prevent, Respond approach, NCRPO personnel will verify, intervene, and act decisively whenever circumstances demand it, and that anyone misrepresenting official authority or violating firearms laws will be held accountable.
Following a physical and medical examination at the Las Piñas District Hospital, the suspect and the seized items were turned over for proper custody and disposition. A criminal case for Usurpation of Authority and violation of RA 10591 will be prepared and filed before the Office of the City Prosecutor of Las Piñas City.###
