They are mandated to pick up the mail and deliver it.

This is not accurate. SCOTUS ruled last this year that USPS has no requirement to deliver mail and therefore cannot be sued for deliberately not delivering mail.

EDIT: I messed up and it was this year.

While the decision is absolutely bullshit, the comment is accurate. The Supreme Court did indeed rule that way
