Anything beyond that (whether fed can/can't direct post w.r.t. elections) requires either an explicit law, a court precedent or ruling (ongoing), or is held in check by the understanding that congress wouldn't allow it.
Lately, the third piece has abdicated to Trump, the first just can't be made robust to new types of nonsense ("new rule: a day shall not constitute a calendar day, so all those other laws are frozen"), and the second takes time (and requires the Legislative branch to check the Executive if the Executive simply ignores the ruling).
