Final Pay Counting

Hi I just want to ask kung legal ba for an employer to exclude yung weekends and holidays for the 30-day counting to release the final pay? Because that's what my former employer stated from the email that was sent to me after finishing my clearance. Has anyone here encountered the same situation? If so, what did you do? Thank you!
