The rings mean it is a racing pigeon, if it was in the "wild" they didn't make it home after a race. You can capture and report it to get it home... personally I don't recommend it, they often don't care much about the birds that aren't going to win for them and you'll probably see it again next week

Unasked for pigeon fact: they have been clocked at 90 mph or 145 km/h, making it one of the fastest birds in level flight on the planet

I imagine it being a hero amongst whatever flock it joined. He probably regales the other pigeons with stories while they perch on a roof.
