This is a Cap cloud, formed by the rise then fall of air flowing over the mountain top. The rising air forms the cloud, and the falling downwind air dissipates it. Under the right conditions, where the moist layer is some distance above the mountain top, it would be a Lenticular cloud hovering above the peak.
