Started a rogue out of boredom. I still need to grind a few things for stat adjustment. But what am I doing wrong? I’m hardly able to do t9 pit. Cold build as of current. Is poison better?

Cold what? Also how much crit chance do you have on gear and talents that are procs/conditional as looking at those specs you don't benefit from the crit 65% of the time.

This looks like rain of arrows with gladiator and beastfall...if so it's all max resource, CDR, crit chance, and then whatever luck you get with crit dam/cold dam/marksman rank/vuln dam, in that order of preference. If you have the good mythic seal, make sure you're distributing your skill points well, you can put those extra concealment nodes into cold imbue or dash with the sightless charm perk.
Also want mythic versions of the uniques of course, which is a big damage jump, and with enough CDR and max resource you can switch the ROA skill node from cooldown reduction to +damage.
Eventually that build is as OP as ww barb but it takes forever to gear up

Exactly that build. However I’m using the “starter build” for rapid fire. I guess my cdr is too low to try and use the end game build, boss push or whatever. Cause the only sort of damage I do is with ROA with that end game build. It was embarrassing lol.
I put a little bit more vulnerable damage on and it seems to be helping a little bit. But a few of my pieces are iffy. I either can’t understand how the cube works or im just super unlucky with it.

Lower vulnerable, up crit chance. Your crit chance should be around 60%. Also, up cold damage.

There's your problem right there. You're not using all the buckets.
You're overpumping crit damage, while not really having that high total crit from my experience with rouge. Then you completely ignore vulnerable and have a pittly +all damage (all and cold in this case).
You pretty much have to a reliable way to apply vuln or your build is gonna be trash in most cases. And then you balance your buckets. Crit is still gonna be the highest due to higher ranges, but vuln should be close behind, and cold damage should be trailing as the final bucket. There are a lot of sources of +cold damage from gems.
