Question Counter Damage attack window

So Counter Damage kicks in when I attack an attacking enemy. My question is does an enemy's recovery frames after they've finished their swing also count within the Counter Damage window? Or do I specifically need to hit them while they're mid-swing?

The entire animation, from the start of the windup to the end of the cool down.

In DS2 counter procs while doing an action so not just attacks or simply moving but also using an item for example. You better take the counter modifier into account when evaluating a weapon, because since it works this way most of your hits are going to be counters.
