Thats what I was thinking. Unless you have very few core worlds?

That's quite possible.

He has ravenous and proliferation. Endless Feast gives 20% approval. Conquering a planet gives 10% approval for 25 turns. Consuming aka converting a citizen gives 10% approval for the colony for 25 turns.

Could have built entertainments districts. A triangle of them generates a lot of approval.

Virtual World gives a global approval bonus, Entertainment Capital gives 40%+ approval for the whole faction.

There are several approval bonuses in ideologies. Collectivism has one that gives +1% for every minor world. The opener in Pacifism gives 1% approval per point in cultural affinity (the discount). Starts at 25%.

Could have modified the species. I haven't tried if Festron keep their ravenous trait when editing.

Thank you for that explanation. I always try to lower my taxes because happiness and making so much money it normally doesn't matter.

Just tested it. You can make other ravenous species if you copy the festron species. So yeah, that's also an option.
