Window won’t open

Maybe I’m being dumb, I’ve just moved and I can’t get this window to open, does it just not open? Has anyone seen a window like this before there’s a latch type thing on the top, if you see in the second picture it’s closed & the third it’s popped up, i assumed this was some locking mechanism but I don’t see anything to push or slide the window to open?

No it doesn't open, it doesn't have tracks for the window to slide on.

Actually, that could be a safety issue. Do windows in the bedroom open? You may want some kind of window breaker available if there's a fire.

Right? It’s the window to the balcony so I guess since there’s a door that would be the emergency exit if I couldn’t get out else where, the bedroom window opens, I just like to have fresh air in my home so I’ve just had the patio door cracked the whole day🤷🏻‍♂️

😂like I said I never seen a window like this where I come from our windows OPEN
Now I have to open the door to get fresh air
