It looks like it is what it is: the product didn't meet their standards and they rather be honest than send you something subpar. They may have scrapped the bad finished part or they could be stripping and refinishing.

At least they have a QC system. GReddy's is basically nonexistent. Had to send them back several items for rework or replacement.

Sounds like they had an issue with powered coating and are having it redone. I wouldn’t worry too much about it. Be glad they didn’t just say eff it and send you a screwed up part.
