Private Millionaire, Military Gear, and ZERO Accountability.
In our backyards, hidden behind the name of a private non-profit called the Northern California Coalition to Safeguard Communities (NCCSC). Led by Humboldt County Sheriff William Honsal (who serves as its President) and Mendocino County Sheriff Matt Kendall (currently serving as treasurer), our elected law enforcement officials have built a private, closed-loop financial system. By routing millions of dollars in private grants from the Howard G. Buffett Foundation through a 501(c)(3) shell, they are systematically bypassing the democratic process, avoiding public oversight, and violating transparency laws. Here is exactly how they did it, what laws they are breaking, and why the "human trafficking" narrative they sell to the media is a manufactured illusion.
Circumvented Oversight
Normally, if a Sheriff’s department wants to buy a helicopter, hire third-party contractors, or purchase invasive surveillance spyware, they must request permission from the public and the county Board of Supervisors. This process requires public hearings, competitive bidding, and transparent budget approvals. The NCCSC completely bypassed this democratic checks and balances system using a simple trick called The Title Loophole. The NCCSC uses its private non-profit status to buy high-grade military and surveillance equipment directly from private vendors. Because the equipment is legally titled to the NCCSC and not Humboldt County, the Sheriff argues that public/board approval isn't required. They deploy a black surveillance helicopter (Tail #N487HB), drones, and spyware on "joint operations," claiming tax dollars weren’t spent and they are just "borrowing" non-profit resources.
Public records show Sheriff Honsal wearing three hats simultaneously- grantor, grantee, and enforcer—writing grant approvals from his seat as President of NCCSC to fund equipment, personnel, and operations for his own public department. Mendocino County Sheriff Kendall uses the same Procedural End-Run tactics.
Under Mendocino County File #25-0506, Sheriff Kendall bypassed open legislative review by routing a $254,716 grant approval directly to the County Chief Executive Officer (CEO) for an immediate administrative signature. The written justification claimed that the department faced a critical grant "deadline" and could not wait for a scheduled public meeting of the full Board of Supervisors.This manufactured urgency to bypass BOS and avoid scrutiny represents an intentional tactic to avoid public hearings, community pushback, and supervisor scrutiny regarding his dual role as a Director of the awarding non-profit (NCCSC) and the head of the recipient agency. Invalidation under Government Code 1090: Because Sheriff Kendall is legally presumed to have participated in the formulation of this grant via his NCCSC board seat, pushing a unilateral administrative signature through the CEO's office makes the contract void from its inception.
Evidence indicates that the foundation’s operational capital is being deployed to circumvent public legislative approval lines to purchase military-style assets, including a helicopter, spyware, and drones, for the personal or preferential deployment of agencies controlled by its board members. Under IRC § 4945, expenditures that fail to directly advance an exclusively charitable or educational purpose and instead fund assets to satisfy law enforcement metrics or private enforcement biases constitute Taxable Expenditures that trigger immediate excise taxes and can strip the foundation of its 501(c)(3) tax-exempt status.
The organization's public Form 990-PF filings are severely redacted or systematically omit critical asset allocation attachments, specifically Schedule L (Transactions with Interested Persons). IRC § 6033 mandates complete and unredacted disclosure of all fringe benefits, non-cash property usage, and asset transfers to officers and directors. Failing to report the value of personal vehicle use as non-cash compensation on Form 990-PF (Part VII) constitutes a material omission and a false statement under penalty of perjury under IRC § 7206. Doesn’t that seem like the case?
The One-Case Illusion is a glaring metric that one cannot overlook. The NCCSC secures millions of dollars by convincing Midwest billionaires and local news outlets that they are fighting a "transnational cartel human trafficking crisis." But the judicial record exposes this as an outright lie. Humboldt County officials have publicly admitted that the county has secured only ONE successful human trafficking conviction (CA PC § 236.1) in its entire history. Read it again, UNO! Over the last decade across the NCCSC counties, dozens of high-profile raids have ended in human trafficking arrests. Yet, the trial conviction rate under PC § 236.1 remains virtually ZERO. Because prosecutors cannot prove "force, fraud, or coercion" to a jury, these cases are quietly plea-bargained down to minor cannabis violations, environmental codes, or lesser felonies.
The NCCSC claims to provide robust funding for victim extraction and care. Yet, when pushed for data on how many victims have actually been saved or supported, the coalition hides behind the blanket excuse of "victim privacy," leaving zero public data to justify their multi-million dollar funding.
By operating this shadow network, these departments are actively violating or undermining several state laws designed to protect civil liberties and democratic transparency. Under California Government Code Section 1090, county officials are strictly prohibited from being financially or structurally interested in any contract or grant agreement made by them in their official capacity, or by any board of which they are members. Sheriffs Honsal and Kendall possess an automatic, structural "presumption of participation" because they sit as executive officers on the governing board of the private donor entity 501(c)(3) operating foundation (NCCSC). These exact sheriffs have negotiated, planned, and signed off on massive financial asset handovers—including a $334,615 grant to fund county employees, a $51,454 Ford F-250 vehicle converted to dual personal use, a helicopter, and Spyware—from their own private foundation directly to their own public departments. Under decades of California case law (Thomson v. Call, People v. Honig), a public official cannot "abstain" away a Section 1090 violation. The mere presence of an official on both sides of a negotiation completely voids the resulting contract from inception.
California Assembly Bill 481 (Military Equipment Funding & Use): AB 481 strictly mandates that local law enforcement must obtain explicit governing board approval and host public hearings prior to acquiring, funding, or using military-grade equipment. This includes drones, Cellebrite spyware, armored vehicles (BearCats), and command-and-control aircraft. Operating a private, non-profit-owned helicopter over local communities without AB 481 compliance directly violates the spirit and text of this law.
The Fourth Amendment & Privacy Rights (Warrantless Spyware) are being stripped away without us even being aware. The coalition has targeted the procurement of invasive digital forensics tools like Cellebrite, which can bypass phone encryption. Using private non-profit assets to bypass standard judicial warrants and civilian privacy protocols violates constitutional protections against unreasonable search and seizure. Flock Safety comes to mind.
IRS 501(c)(3) Regulations (Self-Dealing & Unreported Compensation): IRS rules heavily penalize "inurement" and self-dealing within private operating foundations. Voting on grants that directly benefit your own public department creates a massive conflict of interest. Furthermore, failing to transparently report programmatic vehicle assets—such as the Buffett provided trucks driven by leadership—as taxable personal benefits violates standard non-profit tax reporting compliance.
