Probably he misses something else that is hidden in 9/10.
Communication isn't only "Go there, do this", it's understanding words that weren't spoken, it's understanding someone's mood level, it's creating emotional connection, it's realising some hidden cues. Emotional or allegorical info is also an info.

Conversations are quite rare in today's oral discourse. Most individuals are simply waiting their turn to sqawk what's on their own mind regardless of others' input.

Depends, do we know how many words we have remaining via a live counter? Does writing for work count?
Ignoring the sophistry and assuming awareness of word usage count I believe people would very easily adapt to this in a short period of time. Human beings have demonstrated the ability to adapt to all sorts of mental and physical restrictions countless times.
We'd naturally become more efficient and simple in casual speech. We'd use images and physical miming more to spare words and convey meaning. Gestures such as pointing.
