I have an r5 5500 + arc b580, and this is still kinda imbalanced lol. I need to upgrade my cpu. Because of this I really would not reccomend the b580 since it would be a even bigger bottle neck.. (basically meaning your not using all your graphics card performance among other issues a quick Google search away).
However, I did make r5 5500, 32gb ddr4, 1tb ssd, 1660ti, 650w psu build that I got used for $250 usd and swapped out the gpu with an b580 for $300... resulting in a decently capable machine for $550.
You could do even better. Buy used on face book marketplace, etc!

Make sure your motherboard has Resizable BAR option in your BIOS before pulling the trigger on an Arc GPU. If you haven't run a BIOS update in a while it might be worth trying that. My previous ASUS ROG Z370 got a final update which enabled it for me to use with my 8700k. It seems to only really be the higher end older boards that got the update from what I've seen.

Your CPU is a bit old, which may be an issue due to Arc having higher cpu overhead (mostly fixed but still probably be an issue on an i5 8500). Also, most 8th generation Intel platforms won’t have resizable bar which is a requirement for Arc to avoid massive performance penalties. I would suggest looking at used AMD or Nvidia GPUs on your current system.
