To answer as I semi-accidentally pulled him from a SS5 pack a minute ago, no you can't.

And after thinking about it for a minute, that's actually kind of a good thing? His ongoings don't actually seem to activate until he's on the board, which means you can't get screwed over by him targeting Maw as one of the ongoings and not being able to play him at all. Now Maw's other ongoing however...

As far as I understand, he would not copy the turn 3 restriction as it is not part of Maw's ongoing effect.

And no, the effect only activates when you play him

And the true fun part is the double gamble. Play him then Mystique and get 6 random ongoings

First time using him: I got US agent, typhoid mary and star brand. I mystiqued him and got Echo. Chameleon copies mystique exactly , so it was 3 ongoings that hurt me, and then two cards with their abilities removed lol

So if you copy with other cards to have the same effect you get the exact same roulette he gets, once he enters field. Useful information.
