I got this ,is that lucky? Here’s the seed on Java 26.2:

I try on another world with no mods and that work

And then I try to manually assemble one above ground and it never works

Just in case you didn't consider it, the frames are directional which may be causing your issue.

I placed rhem facing "inward" but I guess thats not right.

Didn't think these things faced "outward"

Lol I wouldn't be the one to know. I've never done it myself, I just remember hearing it mentioned in a couple videos I've had on in the background, but if you've never tried it that way, it might be the fix!

yes you got lucky, I think this can only happen if the portal spawns on a chunk border and then every eye in 1 of the chunks is filled in

No you didn't. This exact seed has already been posted multiple times online and the odds are so overwhelmingly in favor of no one ever randomly generating a completed end portal that it is functionally impossible without using a search algorithm.

Not just activated, it also is only partially activated. That...hmm. I remember seeing a video about the probability and I think this requires it to spawn on the border of a spawn chunk.
