Mold evaluation

Trying to identify if this is mold or not. It doesnt look a lot like other pictures of mold so Im struggling. This is on a basement foundation wall. Some water was found on the sill plates. No water beyond that permeating the finished space. It rubs off like a spec or dirt, doesnt seem overly fuzzy. Almost looks like some kind of spackling. Any ideas?

Efflorescence and minor water damage. Could be from condensation.
