This video is from 1996 and global extreme poverty has reduced to 10% from >45% when Mr. Roy Beck gave this speech.
More importantly, he sets up a strawman with the idea that elites are trying to raise immigration caps to alleviate poverty. You could just as easily accuse business owners of trying to keep their labor pool undocumented so they hold all the leverage and pay lower wages.

The idea he tried to portray was that it doesn't matter what we do, people in those countries are better off staying put and helping their own nation out of poverty. But the thing is, that approach has never actually worked. Those people never had the opportunity or the ability to get ahead, much less help others escape poverty, because of systematic corruption in the political apparatus. The ruling elite have a keen interest in keeping people poor and uneducated for their own benefit.
The few who do make it to developed countries and get ahead, often through advanced education, usually send money back home in the form of remittances. That puts money into circulation and helps everyone around them back home. They start businesses and create opportunities.
It's a false choice to do nothing and just let things sort themselves out. Those who immigrated would have just been among the millions who die in poverty without ever having a chance to improve their family's lot in life. When you improve the life of one person, they in turn affect everyone around them. They spend money on groceries, dry cleaners, gas stations, housing, healthcare, and education for their kids, creating jobs in the process and expanding that impact wider and wider.
So the few that we take in do help their country to improve their people's lives and guess what? most people who emigrate do not want to go anywhere else risk death, imprisonment, humiliations, instability, uproot their kids, be away from their family and everyone they know, etc... put yourself in their shoes and tell me you wouldn't do anything to change the odds.
**Another aspect that is so easily and conveniently ignored is how these people contribute to the economy of places they immigrate to by creating jobs, opening business and starting companies. It's reported in the latest report that about 60% of new unicorn companies are founded by immigrants and/or their children, and in general they account for about 25% of new businesses startups.

Now compare other countries to us to make sure anyone else is putting up numbers worth anything in terms of immigration. Then factor in the contribution from our most richest in the US, what the government puts into the problem financially and then what the US taxpayer funds bc obviously we all asked to fund immigration. Then factor in the US companies that exploit these workers for higher wages compared to their home countries and what they pay in $$$ to the US and also the $$$ companies gain from hiring these immigrants. Lastly also give the % of immigrants that get sold directly into slavery, human trafficking, and gangs. But don’t forget about all the squandered $$$ that politicians and government get from bloated budgets every year to “fix” the problem and the salaries of those benefiting from all that as well

Canada is putting up crazy numbers , our population was 33 million 8 years ago. We are now at 45million and steadily bringing in 2 million a year. With out infrastructure at our previous population our government has done nothing but cut funding for , and in turn, made it very hard to live here
