YouTube algorithm questions answered

I took a bunch of the questions I see most often on Reddit about the YouTube algorithm and asked them to the person who runs that team at YouTube

Things like how the algorithm matches videos with viewers, whether it tests them first on subs, which metrics matter most, what’s being done to help new and small channels build a channel, how off-topic videos are treated, and more

I'll ask it again here since the comment on the video will probably get missed...
Does the algorithm throttle recommendations? In other words, does it decide that despite this video being relevant to the viewer, if it's already shown it to 100 people today, it's not going to show it to more people?

Hi. No, it’s in everyone’s best interest for every video to achieve its full potential. As long as people are responding at a competitive rate it’s going to try to find more and more people who might respond that way

Thanks for replying, that's good to know and I can hopefully rule that one out...

Reason I asked is I wish I could understand why my watch hours are flat line now for years, no matter whether I post new content or not, it all settles into the same range of watch hours per day. The only remaining thought was some amount of throttling going on. I had a break earlier this year for several months, and my watch hours literally never changed. I've tried changing up content, thumbnails, etc. too, all the usual best practices that people recommend for growth, but nope, flat line. The top viewed videos do change month to month too, so it's not just some baseline off a particular piece of content that's ever green either. I'm puzzled and would love help figuring it out.
