The billboard is trying to say that if you can tell the difference you might be a pervert, not if you are *looking* for the difference. It’s a dumb message but it isn’t “haha made you look”.
in reality, it was just a normal advertisement for a clothing store, there was nothing about "being a creep" or "skirt length", it was added in photoshop to make people angry and generate social media engagement

It doesn't say "you shouldn't be looking for a difference here..it's just clothes" or something to that effect.
