One, it isn't really low. Two, sometimes if it is, it means something bad might be coming. Three, by which measure & how's it calculated & was the measure recently changed in a manner that supports certain politicians in power. Four, as I recall it's calculated by the Department of Commerce & as of earlier this year, per NPR, their analysts are more subject to political control than they should be.
