Single issue bills don't really exist, at least not in the US and at the federal level.

Someone will add some kind of rider or amendment that’s completely unrelated to the bill that will make it impossible to pass

This has already happened. Republicans tacked on a voter ID amendment. This will cause democrats to vote against the bill in order to not pass the voter ID amendment. When November comes around, republicans will spin this by saying democrats voted against banning politicians from stock trading
