I think it ought to add. "Or by proxy" to the list too.

Yeah, this is already the main issue. Spouses, siblings, friends, etc. . Don't have to be the one personally investing to benefit from it.
They should be forced to give up all wealth and live like ascetic monks that are devoted to nothing but governance.
