A few months ago an american came to r/rwanda to ask why they never saw a lot of men vs women, or red-pill type of arguments coming out of rwandan social communities, and the general responses were that we all felt a baseline of basic safety and well-being, which though not perfect, was at least better than some of the worse managed countries in the region.

I honestly would much rather have never heard what a lot of men had to say or silently believed about womens rights, place, and freedom generally, and now that I have, the veil is torn for me and so many other women. I am devastated, I do not feel as safe as I did just a few weeks ago, and so much trust is broken.

I unfortunately did think OUR society was a bit better in these regards than most neighbouring countries.

I’ve been watching what’s happening in Rwanda recently, and it feels like a textbook example of an old maneuver called "Bread and Circuses."

For those who don’t know, this is when an institution uses lots of entertainment and tailored drama to keep people distracted so they don't focus on real, more painful problems and more important points.

Look at what is happening right now:

• The "Circuses" (Big Entertainment): Kigali is literally a luxury party and tourism hub. I'm a consumer, so I can't criticize that, but from an objective standpoint, the level of entertainment doesn't match the socio-economic capabilities.
• The Big Distractions (Moral Policing): Suddenly, social media is completely flooded with people fighting over dress code, alcohol consumption, religious institutions, and much more to come in the near future.

Meanwhile, the real issues are being ignored or at least not discussed as much as they should:
While everyone is busy arguing about miniskirts, alcohol, religion, culture & modesty, and TikTok on social media, the actual "bread" (the economy) is hurting regular people. Rwanda’s economy looks good on paper, but the cost of living for normal citizens is skyrocketing. In fact, it is unreal and impossible to match. Rent, electricity, water, food, education, and more primary needs supply do not match the demand, not even close and their prices are at an all-time high, while youth unemployment is a major struggle.

It feels like morality is more important to fix than it is to fix inflation or create jobs. The culture war keeps the public busy with "small talk" while the big challenges are swept under the rug.

What do you guys think? Is this a clever way to boost tourism and keep order, or is it just a massive smoke screen for us to hide economic pain?

Due to everything that’s happening now, as someone who is not a local and just wants more information. Which is: how are women supposed to comply consistently if the prohibited conduct is not clearly defined?

No but seriously, let’s raise the facts. If decency isn’t clearly defined in the law, how can it be enforced? Does that not give room to individual interpretation?

In practice, that creates room for discretion. One officer may think a crop top is fine, then another may think it is indecent. One security guard may allow a short skirt, then another may turn someone away. And once ordinary people see authorities policing clothing, you can get situations like the moto driver incident where a private individual starts acting as though he has authority over a woman’s dress.

If a country that is heavily promoting tourism, Someone arriving from the Europe, the US, Kenya, South Africa or elsewhere may see a sleeveless dress, crop top or skirt above the knee as completely ordinary clothing. If Rwanda intends to impose materially different standards in public spaces, visitors need to be able to find those standards before they accidentally breach them. It cannot reasonably depend on understanding informal Kinyarwanda conversations, rumours on X, or finding out after an officer stops you.

i've been seeing a lot of articles lately on IGIHE about young people in Rwanda having more casual sex and moving away from the traditional idea that marriage should come first. at the same time, ladies who dress how they want are constantly being judged and called all sorts of names.

honestly i don't see independence or casual sex as bad things at all. people should be free to decide whether they want marriage, relationships, or casual sex, as long as everyone involved is consenting and responsible.

Instead of judging, maybe they should focus more on sex education, contraception, preventing STIs, and avoiding unwanted pregnancies. marriage itself isn't some magic solution to these problems imo. What really pisses me of is who exactly decides what "proper" clothing is anyway and what scale/metrics/measurements do they use?

We're living in an era of ai, quantum computing, and reusable rockets, yet we're still spending so much energy policing people's sex lives and clothes.

what do you guys think? isn't society too harsh when it comes to casual sex and how ladies choose to dress?

Ask ten people what it costs to live in Kigali and you will get ten answers, most of them guesses. Search online and it gets worse: the big cost-of-living websites quote figures in dollars, based mostly on what foreigners pay in the nicer neighbourhoods. Those numbers are real for that group, but they run two to three times higher than the reality for most people living and working here on local incomes.

This is a grounded, local breakdown of what a month in Kigali really costs, in Rwandan francs, for an ordinary single person living modestly. Your own number will land higher or lower depending on where you live and how you spend, but this gives you a realistic frame instead of an inflated one. All figures are for 2026, and where a cost is set by a regulator, this uses the official rate.

I think with the clothing issue arising, many people are shifting or even making things up either because they don't understand the law or whatever other reason. I think everything that is being addressed is about decency, not a woman's right issue, rape issue or whatever theyre framing it as. I personally think people should cover up and show less skin, now i will say that they're going a bit too far with this. Everything is/should be regulated regardless of how little harm it does and regardless of the subject. Be it clothing, alcohol, driving, entertainment, hygiene or anything else. I think this is a good thing same as the alcohol thing but the implementation is where this all goes wrong. This is not a patriarchy thing at all, its not a rape issue too. We need decency in the society but then again you cant just bring things up on a whim and force compliance without clarity or a good way to settle things.
