Captain in terminator Armor

I am kind of confused i am seeing list for competitive builds that have a captain in terminator armor leading the wolf guard terminators but looking at that data sheet it does not state he can lead that unit as well as it cant be selected in the 40k app is this something that is a bug or is there a new update in the last week that makes it no applicable

Enhancement in Saga of the Great Wolf allows this, and has allowed it since the detachment dropped last year

It used to be in the detachment itself, but with the move to 11th it's now in the Munitorum Field Manual.
