Call me crazy but there is a huge difference between a pop on the butt and beating them with a stick. Only use the pop on the butt after reasoning is over. My niece and I were playing in a field. She(3) decides to run into the road. Talk to her and explain how dangerous it is, does it again, same routine. Third time she got a pop on the butt and she would every time after that. She didn't run in the road again and we had a great time playing catch after that.
