Definitely. He didn't just one day decide to take on a massive project by himself to build a HLA-mod from the ground up in another engine as a full game. He got the offer from Valve to come along for the ride and keep developing his game using their engine and new tools as they were developed.
(in other words, they've been talking a lot)

It has made too much sense from the start when it was rumored to be developed in Source 2. Of course he had to say something else when that got out because Valve likes to reveal things when they are ready.
I'm not a game developer but this has to be a too ambitious game for a solo developer, right? Unless he could start where he left of with his mods and has had support.
I had a prediction related to this that has come true. That Valve would release developer tools for Source 2. They didn't themselves but S&box is obviously a close cooperation. It hasn't gotten that much attention yet, but it will.
"Stand Alone" could refer to other things, but it conveniently sounds like it could be advertising S&box's ability to release standalone games. Planned all along.
Both flat screen and VR? He just thought that was a good idea years ago when deciding to take on a project that was huge already? Or does that just align with a direction someone else wants take VR?

It's all good, I don't care about imaginary internet points. I can empathize that many people are eagerly awaiting the Frame and have been very disappointed with constant delays, so the voting behavior in the subreddit is all over the place.

He never said had a steam frame dev kit but I believe he does, he also made a non vr version of the game and optimized it for steam deck.

The trailer didn't say "Playable on Steam Frame and Steam Deck". If they had a dev kit you'd think they would have said that. Devs are allowed to say their game is playable on Frame.

You'd think they would put Frame on that list too like Deck if they had one.
If they don't have a Frame kit then they wouldn't have possibly had info on the release date announcement for Frame.
Its all moot now anyways since they posted on the Reddit here about it saying they didn't know anything.

For clarification this post isn’t a steam frame release date leak. I just follow the gunman contracts discord and seen that the dev posted a release date and quickly made a post about it. This post is relevant to the Frame because the dev said the game would release alongside the Steam Frame. That is no longer the case it seems. Yes. They had a build that was valid and ready to go and their plan was to wait for the Frame to launch and then hit the button.
Now they changed the plan. At no point did/do they know when the frame is launching
