The most complex non-item progression system in SRPG is Final Fantasy Tactics' reclassing, since it lets you keep your stat gain and purchased abilities from previous classes, but not base abilities / stats. But there's nothing that restricts the genre from going full Path of Exile skill web or a simplification like Grim Dawn (a perk may require e.q. 2 blue 1 yellow and add 3 red) / Slormancer (just 6 perks on a skill web).

That said, XCOM (2012 series) units have more spells to cast, even though their progression is simple. And XCOM (1996 series) units certainly have the most complex inventory, despite the units themselves typically being class + stats.
