Lack of content that isn't just issue related got you on the lookout? I didn't see any real issue either, just looks like 'engineered', but not something we see everyday.

It’s more slender than you’d like for visual, but if you manage the water damage and do the wire rope clips correctly it’s likely fine.

This is undoubtedly more of a geotechnical problem than a structural problem. Those structural members came from a factory, can be measured exactly, and are made of a known material. But how much support are the bottom of those footings providing, whatever is buried under there? There could have been load tests but I doubt there were. What is the constitutive relationship between load and displacement? How does that affect the superstructure?

Good question, pretty hard to know from this one photo. Is there a wall behind the ivy? Because that’s a pretty steep ivy face. If you look close at the ADT sign it seems there may be a wall back there. So is it soil or rock? If that is a rock outcropping then probably augered shafts into the rock. If it’s soil and there is a wall holding it up, probably spread footing buried under the columns.

If installed as part of the home’s shell construction, then not difficult to do prior to framing the house.
If after the home was built, then those caissons were likely drilled using a a portable machine - or dug by hand. Then the tube with rebar are inserted before concrete is poured.
Not cheap but not impossible.

Yeahhh might have been worth the nominal upcharge to make those posts steel. They only braced buckling in one direction and the pre-tension from the x-bracing further eats into available post capacity.

Looking closely at the photo I really see nothing inherently wrong with the design. Provided it was designed to meet sound structural principles and meets the local building code, hopely the International Building Code and not the Residential Code, it is a sound example of design. I can make somewhat of an educated guess it is at least a steel support structure, evident by rust stains, bolted connections and the guy wire x-bracing, and most like the design was handled by a structural engineer. Provided the piers are rienforced to handle all the minimum load cases required they are fine also.
