I believe your friend should be emailed the QR from their residence hall. When I was living on-campus last year and ordered stuff from Amazon, the LAs would always scan in the package and notify me via EZTrackIt. This can be reinforced by the residence hall article you read, assuming it's Addresses, Mail, and Packages.
Just make sure the shipping label has his name and room number on it or the hall will return it (after a first-time warning).
