Serious Locating a person in Bangok who owes my cousin money

How do i locate a person in Bangkok?

someone borrowed money from my cousin and then disappeared. My cousin is ill and need the money for her bills

Any help will be appreciated

My father in law, who is extremely successful always says that in Thailand if you are willing to lend money to someone then get ready to accept that you might not get it back.
