It's going to depend where you're located. Some countries, you can only guide legally if you're fully accredited, having undertaken training and passed exams, with the Ministry of Tourism of that country - some countries, anyone can call themselves a guide and crack on.
The DoT keeps a list also, but their website seems to be down at the moment, and is throwing up various errors at the moment. Try Googling that next week, though.
Google also tells me that all guides must be licensed in the Philippines.
