Step 2 of 5 for a Development Agreement (DA) application at 149 Kaulback Street, adjacent to the Cemetery, for a 5-story multi-unit residential development with 43 units and 2 levels of parking within the structure. The site is zoned Urban Growth (UG), and representatives were in attendance with their own presentation in addition to the staff presentation.

I also asked about rooftop usage (solar, green roofing, stormwater management) and the potential for water, snow, or ice to fall from the roof that slopes to the sidewalk alongside the building, referencing the many ice jams and damaged gutters observed during Winter 2026.

Step 3 is expected to be presented at the next meeting.

Step 1 of 5 for an application to construct a 7-story mixed-use development with 70 residential units and 996 m2 (10,720 ft2) of ground floor commercial use. This parcel is currently zoned Regional Service (RS) and contains current buildings housing several commercial buildings, and would be constructed on an area of the parcel that is currently grass.

I also pointed out that this proposal is very light on details and asked my standard questions about affordable housing, charging infrastructure, bicycle parking, and rooftop usage (solar, green roofing, amenity space). I’ve long supported mixed-use developments that help reduce our car dependency and increase neighbourhood walkability, though I acknowledge that the area currently has a low walkability score which may not be raised significantly through this development, but would be of great benefit to those living at the development if it is built.

Due to a scheduling conflict, Chair Gourley-Davis stepped away and I, as Vice Chair, chaired the remainder of the meeting.

Planner Macpherson presented 42 amendments from minor items like correcting outdated names of government departments and correcting references to the former Planning Act, which is now the Municipal Government Act. There are removals of redundant clauses, removal of appendices to align with how our bylaws are currently structured, correcting references to our updated Municipal Planning Strategy, removing gendered language, and rewording sections to be clearer and less cumbersome. There is also a Municipal Standard Service Specifications document that will be created from one of the appendices, and some clauses are removed from the bylaw and moved to the new document.

The motion to recommend Council to approve the amendments and direct Engineering and Public Works to draft the Municipal Standard Service Specifications document passed unanimously.

As follow-up to a motion I made at the June 1, 2026 Council meeting (ref. https://youtu.be/watch?v=GD-IL4hdAeE&t=1h24m33s), Director Fox presented a staff report on possible updates to the Public Notification Process as it relates to Development Agreements. Based on the report, the committee believes the current process is the best of the options as the presented options are either costly, ineffective, or both.

There was discussion around updating DA signage to be larger, clearer, or adding QR codes so that people walking by can use their phones to be linked directly to the DA section of the town website.

The next meeting of the Planning Advisory Committee (PAC) is scheduled for September 28 at 6:00 p.m. in Council Chambers.

A few questions from someone moving into Truro in a week!

I'm moving in 8 days to Truro to take Animation at NSCC and i am literally SO excited!! I've been researching the layout, community events, and the businesses available to me in the area. (A Wendy's AND a Michael's??? Incredible.) And I have a few questions I have not been able to find answers to online so I am turning to this surprisingly active reddit community who has been so kind to me in the past, I came here to ask about the acceptance towards queer people especially within the college age group, as a trans man myself who was treated incredibly poorly in my hometown. and I got so many awesome stories on how its really accepting, how couples aren't afraid, trans youth have no problems in school (that comment still is mind blowing to me). and overall just a lot of people welcoming me in! it was so nice and made me cry a bit. But enough rambling, here are the questions!

  1. For a bit of context, I am moving from Windsor, NS. It's got a good few businesses but due to the overall conservative youth I have grown to dislike this town. HOWEVER, the one part I enjoy is the exhibition that comes around every year in September. It's a classic set up fair with food trucks, rides and shitty carnival games. I'm wondering if there is anything similar that happens in Truro? Some kind of annual fair with rides. I LOVE theme park rides. they terrify me to hell but they are so addicting lol. if i wasn't so set on being a cartoonist i probably would have made theme park rides for a living.

  2. How are the drivers? I do not drive myself. I use an electric scooter that goes at most 20mph, i use it always on the sidewalks but recently I was hit by a car while on the crosswalk. I miraculously made it without ANY permanent injuries but that definitely scarred me mentally. The lady who hit me had gotten out to check HER own car and said the crosswalk lights weren't on, which they were. And I am trying to get her charged criminally. But I'm just wondering if the drivers are any better in Truro? I would hate to have something like that happen again. Seriously dw tho I am okay and was not injured at all, just a bit shaken.

  3. Kinda a niche one but its on my mind. I am trying to DIY my favorite bag and I'm wondering if there are any places that'd be willing to help teach me to be able to sew the few things I'm looking to do? I hope to put on some plastic sleeves to display my pins without fear of them falling off and some loops in the back to be able to transform it from a messenger bag type bag to a backpack bc shit gets HEAVY sometimes..

  4. So my therapist made a mistake in telling me she would pay to see me do standup. and now I wanna try it, are there any places in Truro that would let me make a fool of myself on a stage? I have no idea how I would even go about doing that but just like everything else in my life I will figure it out eventually!

I wish I was exaggerating; however, everytime I drive some where in this town lately, I always almost get hit. I am a defensive driver, luckily, so I haven't gotten into an accident yet but something needs to be done. People need to be held accountable for their negligence in being a safe driver.

You aren't special, you aren't different, you are a human being like the rest of us. You look uneducated and ignorant.

People deserve to go get groceries, go pay bills, and get to work without worrying for their safety.

Be a decent human being. Use your blinker, stop speeding, focus, get off your god damn phone!
