The stats being published to a decimal place is itself the tell. This is not a demo being reported as a curiosity. It's a municipal service being reported the way a bus network reports ridership.
What's actually on the street
Videos have circulated of EngineAI's AI-powered humanoids patrolling Shenzhen, described by Chinese state media as an experimental project merging AI and law enforcement. The PM01 competes with Unitree's G1 and Booster Robotics' T1, and undercuts the G1's $16,000 starting price. The PM01 uses LiDAR for environmental mapping, and EngineAI trains its robots with reinforcement learning in Nvidia's Isaac simulator, transferring to hardware via Sim2Real.On the quadruped side, Mianyang's Public Security Bureau has robot dogs on autonomous patrol in business districts, around artificial lakes, and in sci-tech parks. Beijing's Economic-Technological Development Area has deployed robot dogs labelled "Patrol, Publicity, and Prevention" alongside autonomous patrol vehicles.
For scale on the industrial base underneath all this: State Grid Corporation of China plans to acquire roughly 8,500 AI-powered robots in 2026, including about 5,000 quadrupeds, in a 6.8 billion yuan (~$1 billion) programme, with Unitree, UBTech and Fourier among the named suppliers. That's grid inspection rather than policing, but it's the same firms and the same production lines.
The American version of 2026 looks nothing like this
The US number that matches Hangzhou's 25,000 is also 25,000 — and it's drones, in one city.
On 8 May 2026 the Chula Vista Police Department announced its Drone as First Responder programme had crossed 25,000 missions since 2018. Skydio X10 quadcopters live in rooftop launch stations across the city and get dispatched automatically the moment a high-priority 911 call comes in. Average time on scene: 2.5 minutes. In roughly one in four responses the drone confirms no ground unit is needed and the patrol car never rolls — about 6,000 cancelled responses across the programme.
On 26 March 2026 the FAA approved a pathway letting a single remote pilot at twelve public safety agencies operate up to four X10s simultaneously, removing the one-pilot-per-drone staffing wall that had capped DFR programmes since the first tactical BVLOS waiver in 2020. By EFF's count there are now roughly 1,500 US departments with some form of drone programme.
Indoors, BRINC's LEMUR 2 is the platform — a four-pound quadcopter built to fly through windows and navigate stairwells without GPS, generating live LiDAR floor plans streamed to officers staged outside, with a loudspeaker and microphone so they can talk to a barricaded subject without entering. Clovis PD talked an armed suspect into surrendering with one in December 2024. BRINC closed a $75 million round in August 2025 with a Motorola Solutions alliance and began delivering production units in January 2026. Schenectady signed six years for three drones at $694,994 with unlimited no-questions repair and replacement.
Same hardware, opposite politics
The divergence isn't technological. It's what happens when the machine is visible.
NYPD leased a Boston Dynamics Spot in February 2021, nicknamed it Digidog, used it on a Bronx home invasion and a Manhattan hostage situation, and cancelled the $94,000 lease two months later after a backlash the department's own deputy commissioner described as the robot having become a target for arguments about race and surveillance. It came back in April 2023 under Mayor Adams — two units, same name, explicit commitments limiting it to bomb threats and hostage situations with no weaponization. LAPD acquired one in 2024 under similar terms. Massachusetts State Police deployed one named Roscoe to a Barnstable standoff in March 2024, where it got shot.
The identical platform inspects gauges on BP's Mad Dog deepwater platform and danced on America's Got Talent. Nobody filed a civil rights objection to either.
And the one case that genuinely settled nothing: on 7 July 2016 in Dallas, after a shooter killed five officers and barricaded in a parking garage, police attached C4 to the manipulator arm of a Northrop Grumman Andros bomb-disposal robot and detonated it. The grand jury declined to charge. It remains the only documented use of robotic lethal force by an American civilian agency, and ten years on, whether delivering explosives by robot triggers a different use-of-force standard than a rifle has been substantially unaddressed by any court of consequence.
The supply chain split underneath both
DJI was the dominant supplier of American police drones for a decade. NDAA provisions barred federal purchases, most state agencies followed on equivalent grounds, and Skydio scaled into the gap with the American-manufactured, NDAA-compliant X10.
The components didn't change. Same NdFeB permanent magnets in the motors, same lithium-cobalt cells, same gallium-nitride power electronics as every other piece of high-end autonomous hardware — with the supply chain deliberately routed around Chinese refining wherever it can be, at a price premium the customer absorbs.
So both countries are scaling police robotics on substantially the same physics, the same component classes, and increasingly separate industrial bases. What differs is the deployment model. China is putting badge numbers on humanoids at intersections and publishing the service hours. The US is putting drones in the air on 911 calls and arguing in public about a four-legged robot that has never been armed.

The question I'd put to this sub: the American controversy tracks visibility almost perfectly. The Spot generated litigation and a cancelled lease; the drone programme that flies over the same neighbourhoods 25,000 times generated far less, and the ALPR network logging every vehicle movement in 5,000+ communities generated less still. Is that a rational ordering of the actual civil liberties exposure, or is the public reaction just calibrated to how much the thing looks like a machine coming for you?
