How did they do that? What is this called

Enable HLS to view with audio, or disable this notification

I don't know who made the video, or where it comes from, I just have it on my computer. I was wondering what the effect on the first 3 seconds is, with the slight 3D thing and being all wobbly. I don't know what it's called but if there's a name for it someone could tell me that would be super great. I've seen the same effect used in other places before.

What software I am using: Davinci Resolve.
I've tried: cutting parts of the image as separate layers and moving them around to look similar to the video shown.
I need help with: Either finding what the effect is called (So I can research how to do it), or just straight up how to do it.
