Help!

Found in North central MN, we are trying to ID as they're repeatedly setting up shop in my rain gutters. We've found partial parts of the hive washed out from rain and we did dispose of those.

Polistes fuscatus female. This time of year in Minnesota, these girls aren't setting up shop. The nests are dying off on their own and they'll be gone in another month or so. They won't infest or cause damage. Just let them be and they'll be gone soon.

Some variety of paper wasp. As for parts of nests washing out, they could be from previous years, as the foundresses never use a used nest when they emerge in spring.
