My guess it that Confederates, just like the Nazis, weren’t actually defeated, they were simply dispersed quietly into government and other high status roles.
The confederates absolutely were defeated in war but yes, the mindset persists.
There will always be someone blaming "others" who don't look or act like the majority for their own personal failings. Joining their hatred, jealousy, lack of understanding, etc. into a larger cause makes them feel more important. Like Riley Gaines being a 5th place loser who blames her lack of success on teams people.
Because the alternative is allowing some kind of government entity to determine whether or not a group is "Confederate," and excluding them from otherwise normal financial conditions if they are.

There's no real review, it's just a rubber stamp. Enforcement happens after-the-fact, should the organization be revealed to violate the non-profit / 501(c)(3), etc. requirements. And even then, the penalties are basically, "Oh, okay, so you owe a bunch of back taxes. Carry on."
Because the majority of voters are racists and functional illiterate. Those lazy Americans that DID NOT vote allow this to happen. Vote against the current supporters of the Confederacy folks! Republicans are going to vote for the things you actually do not want! Wake up!
A sizable percentage of our citizens and politicians believe the Confederacy was right and just and should have won. They kept their bigotry hidden behind genteel fairy tales, depicting the South as noble aristocrats fighting for self determination rather than slavery, that the Rebel flag was a symbol of freedom, of "Heritage not hate," and others indulged them to keep the peace. So groups like the Sons of Confederate Veterans can claim non-profit, tax-exempt status.
In Germany, it’s illegal to display any Nazi paraphernalia. Yet, in the United States, you can still show off Confederate garbage and face no consequences. It’s so stupid.
People forget that the confederacy was (or at least tried to be) a new and different nation. Supporting the confederacy is supporting a different country than the USA. It is very unamerican or even anti American to support the CSA and wave the navy jack/battle flag as so many of those "proud Americans" do. Not just because it's racist and horrible, but because the CSA opposed the USA and was an enemy

Racist whites in America are minorities. They do not have the numbers, and it's not even close. If non-racist white Americans were to unite with non-white Americans, there would no longer be racism in America. And it would be overnight.
Racist whites are as much of a disgrace to the white race as MAGA is to Christianity in America. They are so terrible they make me ashamed to be white. They make us look that bad. They are the problem with white people, and I say this as a white person who was blonde as a baby.
Out of the millions and millions of things they could have found superiority from (hard work, being a good person, religion, etc.), they went with what they did nothing to get - their race. The only way they could find superiority is from what they did nothing for (i.e. meritless superiority).
Most white people do not think they are superior because of their race. They don't have to think about their race at all because they don't need it. Their pride comes from raising strong sons and daughters. Their merit comes from hard-work. Their superiority comes from being good human beings. They do not have to compensate.
It's weak and ignorant people who need to compensate because they do not have superiority in anything real. "I was born white so that make me superior. That's all I need."
They have nothing else.

They are not intelligent. They are not educated. They are not responsible. They are not holy. They are not strong. They are not good people. They are not even decent. They are so terrible they would be too embarrassing to donate.
They are over-privileged over-entitled spoiled life-long plush-babies who resemble nothing more than giant toddlers as adults. The very most they will ever be is nothing. The biggest they will ever be is nothing. Like empty paper bags and plastic cans, there is nothing to them. "There is nothing to show here."
And the only way they get this far is by hiding. How far do you think they'd get if they were racist on the street? You know the answer to that as well as I do: not far at all. They are only racist from their safe places and bubbles, such as their homes, and some keep it so hidden you wouldn't be able to tell at all (e.g. professional cowards).
In all of their running, they forgot everything they ran away from. They forgot what they got away with.
In all of their hiding, they forgot how far they have come.
Much as I dislike this, by banning non profit status for far right republic groups I can 100% see republicans retaliating by banning LGTBQ and planned parenthood status.
