Removing suppression cap

I have a friend who has an AK-47 that has a cap tack welded onto the threads of his barrel. He wants to know if, with a Dremel, he can just remove that cap without damaging the threads or the cap?

Yes cut the tack weld and remove

Yep, cut the weld and spin the cap off 

Don’t gorilla fist it, use some technique
