1440 rounds of 7.62x39mm Chinese surplus ammo most likely split into two spam cans, and it looks like it was made in '66

would it be cheaper if they transferred those rounds into sealed plastic bags stored in double walled corrugated fiberboard boxes?

What do you mean by cheaper? Cheaper for shipping if they could repack them sure, but you would have to remove them from the wood box by cutting the metal band, then breaking the air tight seal on the spam cans just to dump em into the bags, and hopefully vacuum seal the bags. The only weight you would drop is the box, and cans so maybe 10-15lbs. This stuff is corrosive and not worth the hassle over more modern Russian, or Serbian ammo imo.

Dude!!! Super excited for you. This is a dream of mine. It is also absolutely bonkers that after more than 30 years Chinese ammo still pops up like this (assuming OP is stateside )
