Request Handwritten notes app with crossplatform sync

Looking for a handwritten notes app with following features: 1. Pdf annotation 2. Insert images 3. IMPORTANT - Crossplatform sync- need my notes in windows and should be editable anywhere. 4. Infinite canvas 5. Unlimited notes

I have tried onenote. It's shit in Android. Half of the features are not present in Android.

Found nebo but need to buy in each ecosystem. And heard about sync issues.

I am ok to even it's paid (preferable if it has life time/1 time payment) but should have these features.

Can someone suggest some good app or with most of the features.

With Nebo, I am able to use Android, iPad, and Mac (m series) with a single license. If I needed a Windows version, I would have to buy a second license. It is my understanding that Nebo considers itself a mobile software publisher, and not a desktop publisher. Apple has skirted this by making many of the iOS apps compatible with Mac m Series computers.

It's a pretty good app, overall. I've not had any synch issues.
