Unsolved an error occurred while loading a higher quality version of this photo

Found a few solutions that seemed to have worked for some people but idk how to get to those settings
Like accepting icloud terms and conditions or rebooting the photos app.

If there are updated Terms and Conditions there will be an alert to that effect inside of Settings. I don’t know what you mean by rebooting the Photos app. Closing the app is easy enough, you just have to bring up the app switcher, then swipe up, but that will not fix that message. The message in my experience is due to slow Internet or having run out of local or iCloud storage. Please identify your phone model, along with software version, and also how much storage is used/available both for the phone as well as if you’re paying for iCloud+ or have the free 5 GB which is insufficient for most people to store their pictures and video.

Im using an Iphone 14 pro with 256gb and 200gb iCloud, i have used icloud 176.2 gb out of that 200 and local storage use is at 221gb out of the 256gb
Software is at 26.6.1

Alright, neither of those storage values are at a critical state, which pretty much just leaves just your Internet connection at fault. At the time you saw this, was the phone on cellular data or Wi-Fi? If you are still seeing this on more than one image or video, use Speedtest.net or another similar website or app to see approximately how fast your phone’s upload and download speeds are. The server shouldn’t matter all that much, just let it find the nearest one. You’re looking for the numbers next to Mbps.

that message means the phone only holds the small preview of that photo and is trying to pull the full-size original down from icloud — and the pull failed. slow wifi is one cause, but with 35gb free on the phone and 24gb of icloud headroom the more common one is that the original never finished uploading in the first place, so there's nothing full-size up there to fetch.

quick way to tell which: open icloud.com/photos on a computer and find the same photo. loads at full size there → it's a download problem on the phone side (wifi, low power mode pausing sync; settings > photos, scroll to the bottom for the sync status line). fails there too → the upload stalled at some point and the preview on your phone is the only copy that exists; look in settings > photos for 'paused' or 'uploading x items' and give it wifi + charger overnight.

whatever you do, don't run the 'reset sync data' option people suggest for this error — it wipes the local previews, and if the original isn't on the server that preview was the last copy. terms & conditions only matters if settings is actually showing you a banner at the top.
