Has to now. New Bill that passed up in Sacramento forces the name change on an ownership change.

I think that was conditional on a stadium change, not an ownership change, but I'd be happy to be wrong.

No it doesn't. It gives the incentive of an exemption to the state's affordable housing laws if the team were to want to develop the stadium and lots (which are publicly owned) if the team changes its name.
