Isn't it the opposite, to me this was always about wasting time fretting over the small things too much that you could have rather spent making decisions on the larger things that vastly outweigh the small things. Ignoring all the little things is not in any way being "penny wise" that's just cheap. A penny wise person is someone rearranging the deck chairs on the Titanic. They havent been above .500 for over a decade, the AC is not remotely an cause of that.

He'd be focused only on shit like an AC not working if he were actually penny wise.

Yeah there's two interpretations of the phrase that have evolved over time, the original which is as you said essentially rearranging deck chairs on the Titanic and then the second which has been morphed into essentially someone who's cheap with small purchases and frivolous with large.

Language is fun!
