Sheep ? How to clean ?

Found this skull in north of France. Probably sheep but want to be sure.

The horns are dirty, wet and broken on the ends. How do i clean them without damaging the bone more ?

What a gorgeous ram! Hose down and scrub the dirt with a toothbrush. Soak in dishsoap and hot/warm water to degrease, and whiten with hydrogen peroxide^^

Seems clean enough, but liquid soap and water usually work
